Rules of the Association


1. The Cambridgeshire Hockey Association - ‘Cambridgeshire Hockey’ - affiliated to the Eastern Region Hockey Association (ERHA) and the national governing body for hockey in England shall be responsible for
· programmes for Young People (including competitions and representative teams).
· programmes for Adults (competitions and representative teams).
· programmes to support the recruitment, training and employment/deployment of coaches, umpires and administrators to support these programmes.
· representation of the interests of member players, coaches, umpires and administrators.
· representation of the interests of member Clubs and Schools / Colleges.

2. Membership from Clubs and Schools (and through them players, coaches, umpires and administrators), and therefore participation in the activities of Cambridgeshire Hockey shall be dependant upon payment of an affiliation fee. The affiliation fees will be recommended by the Treasurer and Management Group, for approval at the Senior Annual Meeting. All fees must be paid by 31st October each year.

3. That the Senior Annual Meeting shall be held twice a year and that all Clubs are required to attend both meetings. The end of season meeting shall be responsible for:
· receiving written reports from the Management Group and all representatives of Cambridgeshire Hockey and of the events and activities of Cambridgeshire Hockey from the preceding year (the operating year shall be 1st August to 31st July).
· receiving and approving the Balance Sheet and Statement of Accounts of Cambridgeshire Hockey of the preceding year (the financial year shall be 1st August - 31st July)
· electing the Management Group for Cambridgeshire Hockey (unless otherwise stated) for the forthcoming year
· approving of the budget for the forthcoming year including the affiliation fees
· considering of the Rules of Cambridgeshire Hockey, Policies of Cambridgeshire Hockey and any other business

The second meeting which shall be held mid-season , when elected and appointed representatives shall be responsible for:
· Reporting back and consulting with Clubs on the progress of programmes for Adults (including leagues, competitions and representative teams)
· Reporting back and consulting with Clubs on matters raised by England Hockey and other bodies, as appropriate

The date and venue of the Senior Annual Meeting will be published in the Cambridgeshire Hockey Handbook, and members must receive a minimum of 14 days notice reminder of the meeting. All member Clubs attending this meeting shall have one vote (for separate, men’s, women’s or mixed clubs); two votes for joint men’s/women’s/mixed clubs. Schools attending will have one vote. Any individual may attend these meetings as an observer.

4. Special Meetings may be called by the Management Group or five member Clubs or Schools. 21 days notice including details of the agenda must be given of Special Meetings.

5. A Junior Annual Meeting open to all member Schools and Clubs, and all representatives involved in the Cambridgeshire Hockey programmes for young players shall be responsible for:
· receiving written reports from all representatives involved in the Cambridgeshire Hockey programmes for Young People, including details of income and expenditure.
· considering the recommendation for affiliation fees for Schools and Club junior sections for the next year.
· making appointments to the Management Group of the Junior Boys and Girls representatives, Schools representatives and Boys and Girls (U18) representatives.
· making recommendations to the Management Group for appointed representatives to serve in roles associated with the Cambridgeshire Hockey programmes for Young People.

All Clubs and Schools attending shall have one vote, as will all elected or appointed representatives of Cambridgeshire Hockey. Any individual may attend this meeting as an observer. All Clubs and Schools must receive 21 days notice of the date and venue of the Junior Annual Meeting.

6. The Management Group of Cambridgeshire Hockey shall be elected at the Senior Annual Meeting (unless stated) for the forthcoming year and be made up as follows:
· Chairman
· Vice Chairman
· Treasurer
· Secretary
· Clubs (Men’s) representative
· Clubs (Women’s) representative
· Junior (Boys) representative (appointed by the Junior Annual Meeting)
· Junior (Girls) representative (appointed by the Junior Annual Meeting)
· Umpires representative (CHUA Chairman or nominee)
· Umpires representative (CHUA Secretary or nominee)
· Schools representative (appointed by the Junior Annual Meeting)
· Local Authority Sports Development representative (appointed by the LA SDO’s)
· Boys and Girls representatives (restricted to Under-18’s to directly represent the interests of young people on the Cambridgeshire Hockey Association)

In the event of positions not being filled the Management Group may co-opt. The Management Group shall meet a minimum of twice a year. All members must be given a minimum of 7 days notice of the meetings and a minimum of five members must be in attendance for meetings to go ahead.

The Management Group shall be responsible for managing the programmes of Cambridgeshire Hockey and representing the interests of the members. The Management Group must hold its first meeting of the year within 28 days of the Senior Annual Meeting to confirm the appointment of representatives to organise the events and activities of Cambridgeshire Hockey for the forthcoming season. These representatives to become members of the Junior and Senior Programme Sub-Groups as appropriate.

7. The Management Group will be supported in its work by the Junior and Adult Programme Sub-Groups, which shall be made up of other representatives appointed to serve in specific roles associated with the Cambridgeshire Hockey programmes (for Young People and Adults). These representatives will be given job descriptions and guidelines to the budget and procedures that they should follow. The Sub-Groups shall meet as and if appropriate. The Management Group may establish other sub-groups as necessary and appropriate.

8. Decisions at any meeting (including changes to these Rules at a Senior Annual or Special Meeting) shall be decided by majority of votes given by a show of hands, and in the case of equality of votes the Chairman shall have a second and casting vote.

STEPS TO THE CREATION OF A NEW ASSOCIATION
FOR HOCKEY IN CAMBRIDGESHIRE 1999

The Cambridgeshire Hockey Association was established following the Annual General Meetings of the Cambridgeshire Women’s Hockey Association (CWHA) on Tuesday 18th May 1999, and the Cambridgeshire County Hockey Association (CCHA) on Monday 24th May 1999.

STEP ONE
The Cambridgeshire Women’s Hockey Association (CWHA) and Cambridgeshire County Hockey Association (CCHA) agreed the creation of The Cambridgeshire Hockey Association, from 1st June 1999.

STEP TWO
That CWHA and CCHA agreed the dissolution of their Associations, from 1st August 1999, and the transfer of all remaining assets to The Cambridgeshire Hockey Association.

STEP THREE
The election of Offices of the CWHA (Hon President, Chairman, Vice-Chairman, Hon Secretary, Hon Treasurer) and CCHA (President, Captain, Hon Secretary, Hon Treasurer, Hon Match Secretary) to represent the interests of the members of their Association until dissolution

STEP FOUR
That CWHA and CCHA approved the Rules of The Cambridgeshire Hockey Association.

STEP FIVE
Representatives were elected to serve as members of the Management Group of The Cambridgeshire Hockey Association from 1st June 1999.
